into the United States for a heart transplant at $200,000.00.

Department of Motor Vehicles, come Jan. 1. -- New rules will
require people seeking an original license or ID to provide written
proof - such as a birth certificate, passport or resident-alien
card - that they're in Virginia legally, either as U.S. citizens
