VOTE FRAUD WINS PORKER

WASHINGTON -- A California legal organization has won Rep. Tom Petri's latest Porker Award.

Last November California Cong. Robert Dornan was defeated for re- election by just 984 votes. Petri explained that working with court records filed by the Orange County district attorney's office, the Los Angeles Times has determined that at least 512 votes in the election were cast by illegal immigrants.

Relying on computer analyses, Dornan has charged that at least 100 people voted twice, 75 voters were registered at improper business addresses, and 128 people illegally had absentee ballots turned in. In addition, there is a 924 vote discrepancy between the official election results and the number of votes recorded on the voter registrars' computer tapes.

At the center of this controversy is the organization known as the Hermandad Mexicana Nacional Legal Center which authorities believe supplied over 600 registration cards which were used by noncitizens in registering to vote.

This is not the first time this organization has engaged in questionable practices, Petri said, noting that an Orange County community college ended its relationship with Hermandad in 1995 after it found the organization was recruiting people for political action under the guise of teaching English.

"Where does Hermandad get its money? Nationally, the tax-exempt group reported in 1993 that $3.7 million of its $4 million budget came from government grants to perform various civil rights functions," Petri said.
