believes the U.S. owes Mexico and El Salvador

for raising a work force that "saves California"

Raul Hinojosa was a key panelist at a Cal State Northridge (CSUN) meeting October 14, 1995 titled, "International Perspectives on Immigration: The Aftermath of Proposition 187". It was organized by CARECEN (Central American Resource Center) - pro-Central American illegals. Foreign visitors were Cauahtemoc Cardenas (Democratic Revolutionary Party of Mexico - PRD) and Dr. Ruben Zamora (Democratic Convergence Party of El Salvador - FMLN).

The conference ended with signing the "International Declaration Affirming the Political, Civil, Economic, Social and Cultural Rights for all Immigrants" to be presented to Congress.. Others on the panel were: Vladamir Cerna (illegal alien student body president of CSUN), Manuel Pastor Jr. (Occidental College), Viviana Andrade (MALDEF), Gil Cedillo (then manager of SEIU, now California Assembly pushing for drivers' licenses for illegals), Joe Hicks (then Multi-Cultural Collaborative), and other locals. All condemned Prop 187 as racist (especially Joe Hicks), and all were planning ways to help the "undocumented". Raul Hinojosa contributed the following (paraphrased, so no quote marks):

HINOJOSA: We had a serious conflict with Prop 187. It was a big lie, a backlash. We are a pueblo sin fronteras (people without borders). Immigration into the U.S. is a result of the U.S. wanting workers from Mexico, and the Salvadorans come because of U.S. military policy in El Salvador. We will win. At UCLA we created a paper - "The Faulty Logic of the Immigration Debate". The undocumented in California produce 7% of the state's GNP, produce $60 billion in California alone. If all the undocumented were thrown out, there would be a terrible depression in California. The undocumented are net contributors, immigrants are the healthiest, don't use medical services. Who owes what to whom? Immigrant workers arrive in the U.S. who have been brought up in Mexico and El Salvador - taxpayers there paid for their childhood and they come to the U.S. to be the labor force. So U.S. owes Mexico and El Salvador for raising a work force. Who will do the menial work? We have the facts on our side. We must build a national movement. The masses registering to vote builds our side. The demographics are on our side.
