The Los Angeles School System has been hijacked by MEXICANS. They are using it to for Reconquista. They have joined their friends at Hermandad, SVREP, One Stop Immigration and others groups in a massive movement to subvert the political system of the United States.--VCT

The following is a verbatim transcript made by VOICE OF CITIZENS TOGETHER of a speech given by Ruben Zacarias, now Superintendent of L.A. schools, at the annual meeting of the Southwest Voter Registration and Education Project, JUNE 14, 1997.

RUBEN ZACARIAS :

I salute you in joining with us in getting that message across. Let me give you an example of what we've done on this district with the help of people like Vicki Castro, Senator Polanco, because he's provided the money...

Three years ago, at the adult division that's reported to me over the years, three years ago....we've always had citizenship classes since the turn of the century - but three years ago I brought in Jim Figueroa, who's the Superintendent of Adult Ed and Benito (?) Rodriquez, who's coordinator of the citizenship classes, and I said, you know what? I want to set up citizenship preparation centers that take us beyond citizenship classes, and what, what what do you see? (Unintelligible) (laughter)

Uh, I said I want citizenship preparation centers in all our adult schools. Our adult schools are headquartered on high school campuses.

We went, (?) Rodriquez and I went to INS downtown in L.A., we met with (unintelligible) yahoo, who was kind of like the vice director of INS immigration for the Western states and his staff, and we were hearing that they had a backlog of six, seven years of applications, that it would take six or seven years to get caught.

(Unintelligible) we want to help. What's the problem? "Well we don't have the staff, it takes a long time to process the applications," and this and that. Well, could we process them for you? He said, "Would you do that?" Sure! "For how much?" Nothing! Would you print the application forms? Well, our budget, we can't afford to print more."

What else do you need? "Well, we have to have, fingerprints on these applications." Well we know that. "No, no, no. Uh, we have to have to, uh, these people taking fingerprints, have to be trained, because if you don't do it right and the fingerprints are smudged, then we can't accept the application." No problem we said, We have the third largest police force in L.A., and we can do fingerprinting. Can we do that? "Uh huh. Would you do that?" Yes.

What else do you require? "You have to have a special photo." Well, we'll take the picture. "No, non, no. You have to have a special camera." Tell me the make and the brand (unintelligible) (laughter) and I went down, and I did, I bought every (unintelligible) (Applause and laughter) This is one of our Adult Ed programs.

We have twenty-seven members now throughout LAUSD. Every one of them has trained people - clerks - to take the fingerprints. Each one has the camera, that special camera, and we have the application form.

And I'll tell you that we (unintelligible). Now we're even doing the testing that usually people had to go to the INS to take. Now, pretty soon, we'll do the final interviews too. (Laughter and applause).

Let me give you a mug shot of what this is all about. Since then, and incidentally, this started out very quietly because there are those that knew we were creating a whole new cadre of brand new citizens, it would have a tremendous political impact.

We would change the political panorama of not only of L.A. but L.A. County and the state. And when we do that, you change the political panorama of the nation. So we did it VERY QUIETLY, and legally. Legally because citizenship is one of the five mandated Adult Ed subjects in California.

(Unintelligible) didn't tell you that in those close to three years, we process a little over seventy eight thousand brand new citizens! (Cheers and applause) That is the largest citizenship program in the entire nation okay? I'll leave you there, uh, again, I'm here, really to thank you.
