This tells Mexicans, presumably illegal ones since it refers to the Mexi-sham ID card, how to avoid paying money transfer fees to get their scammed cash out of the country. This particular item came from the Mexican consulate in Denver (the same one involved in trying to mooch in-state tuition from taxpayers for illegal alien lawbreakers).
