Guest worker programs may make sense for Mexico, but make none for the United States. They are favored by the farm industry for undercutting existing U.S. farm wages, but are opposed by immigration experts as exploitative and uncontrollable.
Guest worker programs do nothing to diminish the flow of illegal workers, which leads to an overall increase in immigrants, posing more problems for schools, local governments and American workers.
The most salient fact about guest workers is that they are not guests and do not go home.
