Condenan hispanos uso de avión espía para atrapar indocumentados

Organizaciones hispanas y de derechos humanos en Estados Unidos condenaron a la antiinmigrante American Border Patrol (ABP) por utilizar de manera ilegal un avión espía a control remoto para detectar indocumentados en Arizona.

"Es completamente ilegal que grupos privados usen el espacio aéreo para realizar funciones reservadas exclusivamente a autoridades estadunidenses", dijo a Notimex Katherine Culliton, abogada del Fondo Mexico-Americano para la Defensa Legal y la Educación.

La defensora de derechos de inmigrantes condenó asimismo que ABP destine ese tipo de tecnología para atrapar indocumentados en vez de usarla para salvar vidas humanas en el desierto durante la temporada de calor extremo que se avecina en la región.

Arizona se convirtió en años recientes en la principal puerta de ingreso a Estados Unidos para indocumentados, y el año pasado la entidad registró la mayor cantidad de muertes de inmigrantes de todo el país.

Los comentarios de Culliton siguieron a la exitosa prueba de un Vehículo Aéreo Autónomo de Reconocimiento (UAV por siglas en inglés) sin tripulación que utilizará ABP para detectar indocumentados en la región.

Según Glenn Spencer, director de ABP, el pequeño avión a control remoto fue bautizado, Halcón Fronterizo, y está equipado con una cámara que transmite imágenes telemétricas a través de una señal satelital a monitores en tierra.

El UAV mide un metro de largo y dos de envergadura y puede alcanzar velocidades de hasta casi 65 kilometros por hora, así como una altura aproximada de 100 metros. Sus tanques de gasolina le permiten volar 90 minutos sin recargar combustible.

Según la agrupación privada con sede en Sierra Vista, Arizona, el avión será utilizado por el grupo privado para detectar indocumentados en la frontera de Arizona que serán denunciados ante la Patrulla Fronteriza para que los detenga.

Isabel García, confundadora de la Coalición de Derechos Humanos de Arizona coincidió que el uso del UAV de ABP para tratar de atrapar inmigrantes violaría leyes estadunidenses que permiten sólo a autoridades competentes usar el espacio aéreo con fines policiales.

Avirtió que si el avión de ABP ingresa sin autorización a territorio mexicano para realizar sus operaciones, violaría las leyes mexicanas e internacionales sobre intrusión del espacio aéreo de naciones soberanas creando un posible incidente internacional.

Por su parte la directora de Política y legislación de la Liga de Ciudadanos Latinoamericanos Unidos (LULAC), principal organización hispana en Estados Unidos, Gabriela Lemus, condenó el uso que pretende dar ABP al avión a control remoto.

"Es preocupante esta nueva acción de ABP que contribuye a promover el odio y racismo contra inmigrantes en la región" señaló Lemu s al indicar que el gobierno estadunidense tiene la obligación de intervenir para impedirlo.

Recordó que mientras Estados Unidos no realice una reforma de sus leyes migratorias que permitan regularizar a indocumentados en el país y crear un programa de trabajadores huéspedes, enormes flujos de inmigración ilegal seguirán ingresando por la frontera sur.

ABP opera en Arizona desde el año pasado como una agrupación sin fines de lucro, exenta de pago de impuestos.

Busca educar a los estadunidenses sobre lo que consideran la "invasión" del país de indocumentados mexicanos con apoyo del gobierno de México, y la amenaza que representan esos inmigrantes a la seguridad de Estados Unidos.

Argumenta que cuando ha requerido hacer uso de esos vehículos han recurrido a militares estadunidenses para que los apoyen como sucedió recientemente en Idaho, donde guardias fronterizos lograron confiscar un cargamento de drogas con ayuda de un UAV del Ejército.

Otros detractores del uso de aeronaves sin tripulación en áreas fronterizas aseguran que son menos confiables que las tripuladas como lo muestran estadísticas que aseguran que por cada accidente de un avión tripulado de vigilancia ocurren 10 de UAV.

Además, aseguran que podrían violar derechos civiles de estadunidenses que residen en la frontera si son utilizados para espiarlos y nunca sólo para vigilar a indocumentados.
