Yes, Hillary's speech is neither innocent or an accident.... it's a resurrected SPP precursor to the NAU.
As
the ABP reference clearly states, the CFR has always wanted one
world governance, no borders, forced multiculturalism, interwoven
finances, and of course, the destruction of our developed and
sovereign nations in order to consolidate power and 'level the
global playing field' for one market centralized control.
They are not by any means the only ones dedicated to this evil goal.
Re-enter the TRILATERALISTS, to which both Cheney and G.H.
Bush belong, who proposed incrementally reaching this goal by first
merging into 3 global "Superstates", on the path to global
consolidation.
"Our" superstate would have been North and South America, "lorded"
over by the U.S. (or whatever remained of it)
They notched back a bit and temporarily renamed it the "North
American Union", to be supplemented by such deranged anti-U.S.
quasi-governmental initiatives as the "Security and Prosperity
Partnership" ....until unexpected public awareness, rejection and
duress put a damper on their plans.
Now, the general populace doesn't even like NAFTA.
And why would they? It has been clearly destructive and it was all
done behind their backs and without their approval anyway.
During the late 90's and early 2000's, the incremental Trilateralist
approach actually appeared obsolete due to the rapid globalization
taking place.
It appeared that the WTO, world central banking, international
courts, LOST, Cap & Trade, open borders and a host of other patently
global vehicles and control apparatus had jumped right over any need
for an intermediate arrangement.
But
recently, the public tide has turned decidely against the
globalists, in both the economic and social sense.
The public is now clearly against one-world mergers, and the concept
is being kept on life support by none other than the infamous
Political Class and their support group accomplises.

In a recent speech at CFR, the notorious globalist Zbigniew Brzezinski expressed their grave concern that an informed public was rapidly becoming aware of globalist schemes, primarily through internet communication, and that the time for globalists to "act" was growing short.
These setbacks, and the speech by the devious Hillary Clinton, may
very well indicate that a Trilateralist incremental merging option
is back on the table.
--But this tack still requires force on the part of the oligarchial
Political Class and their backroom handlers.
"A necessary and benevolent U.S. offensive into our beloved and
beseiged neighbor, Mexico", would by consequence ensure border
eradication, totally unrestricted immigration and complete economic
inter-twining.
--It would all be done under the same, false cloak of "Humanitarianism" as G.W. Bush employed to justify "bringing democracy to our wonderful Muslim friends throughout the world."
The
good news is that the globalists are acknowledging serious setbacks
and other difficulties, i.e., too many snags for a sudden, sweeping
takeover. For a few years they thought it was already a done deal.
The bad news is that they are in no way repentant, and are merely
stepping back to ponder alternative means of moving towards their
goal.
In this regard, any fence is always considered a direct affront to
the globalists, as are any localized or national rules on human and
material trade, and particular religious, cultural or economic
concentrations.
I also suggest that Hillary is proposing a back-door Trilateralist option, implemented through "humanitarian" military intervention into Mexico, followed by the chaotic decline and absorption of Central and then South American states into the emerging Superstate, to be converged into the eventual global construct at some point in the future.
The
ruling, globalist elite and Political Class will tout this sort of
action as "The only humane thing to do."
Certainly, Hillary is anything but humane, but they'll need that
rhetoric for an excuse to a wary public.
Continued economic decline will only make their claims more urgent,
particularly when coupled with the carnage from paramilitary
conditions, including their deliberately instigated spillover
violence in the U.S.
It
would also appear that Hillary is lining up her cards and is indeed
considering a primary run against the Constitutionally-ineligible
Obama in 2012.
...IF Obama hasn't formally announced that he will not seek a second
term by then.
(Yes, they all know that Obama has never met the criteria. Let no
one be confused about the matter.)
Obama will, or already has been told to announce his intentions
before the end of 2011. If he refuses, they will move decisively
against him, particularly with a purged Congress.
The only thing that will stop that is if Obama pledges his full
dedication to them and their agenda.
But
Hillary is already moving to cut Obama off at the pass by gaining
their complete backing beforehand.
By confirming her globalist loyalty, positioning herself with her
globalist allies and presenting a globalist-approved plan to "move
forward", Hillary is laying the groundwork for her own Presidential
ambitions and an eventual invasion of Mexico, culminating in a NAU
and on.
Amusingly, one relatively-tiny fence could still throw a monkey wrench into the entire scheme, and barriers remain the last thing in the world they want.
Regardless, they will increase proposals for economic, "advisory" and military intervention into Mexico, because that's their stepping stone to the Superstate.
These people never get better, they just get older. They are beyond repair.
