MEXICO CITY (AP) -- Mexican concern about the safety of migrants in the United States produced a warning from Mexican Foreign Minister Jose Angel Gurria that the two countries may be heading for a confrontation. Gurria used a high-level meeting Monday with visiting American officials to call attention to the beatings of two migrants by California police and the deaths of 10 others in two separate California police pursuits. All three events occurred within the past five weeks.

With Secretary of State Warren Christopher standing at his side, Gurria said Mexico has a duty "to protect the integrity and the human and labor rights of our citizens. "Their migratory status does not by any means alter their inalienable rights as human beings, nor denies their important contributions to the U.S. economy," he said.
At another point, in an apparent reference to the same issue, Gurria expressed deep concern over the emergence of trends that

"could jeopardize our relations and lead us down the road of confrontation."

The incidents involving the beatings of the two aliens struck a raw nerve here because it was captured on videotape and broadcast widely on Mexican television.

Now, since Mexico has no army to speak of, does anyone doubt that Gurria was referring to trouble which Mexican nationals could create for the United States inside our territory?

Mexican Foreign Minister Jose Angel Gurria is the same guy who is beaming propaganda into the U.S. to "refresh the existing bond between Mexicans and Chicanos," - i.e. start developing a fighting force.

After being threatened by Mexico, Christopher signed a "MEMORANDUM OF UNDERSTANDING on CONSULAR PROTECTION" which gives the Mexican government THE RIGHT TO INTERVIEW MEXICANS DETAINED IN THE UNITED STATES!!
THIS IS GOING TO PUT AN ENORMOUS BURDEN ON THE BORDER PATROL AND MAY GIVE MEXICO WHAT IS EFFECTIVELY A VETO OVER DEPORTATION OF MEXICANS!!!
Christopher is playing right into the hands of the Mexicans who are turning their consular offices THEY HAVE 62 IN THE U.S. -- FAR MORE THAN ANY OTHER NATION -- into "Provisional Governmental Headquarters."

This is appeasement.
