The construction of border walls "irritate the bilateral relationship": Derbez
An accord is being readied for the the respect of human rights of the undocumented, he affirms

(Translation furnished by Carlos Rodriguez - Emphasis added by translator)The construction of border walls irritate the relationship among countries, assured yesterday the foreign relations secretariat, Luis Ernesto Derbez, who reiterated Mexicos rejection to the fence which, by proposal of its congressmen, the United States pretends to broaden on its border with Mexico.
In other statements, the chancellor informed that the governments of Mexico and The United States will commit to respect the human rights of undocumented migrants with the signature of an accord in a matter of no more than 30 days, under which American authorities wil be obligated to notify the consulates about the detention of any undocumenteds and inform him of his right to contact some Mexican authority. Also, there will be special procedures established to guarnatee the family unity of immigrants, repatriation points, hours and channels for complaints to denounce abuses or irregularities.
In Press conference, the chancellor indicated that he'll continue talks with other countries to propel coordinated actions to try to prevent the approval of the Sensebrenner law in the U.S. Senate, and "if this should take us at some moment to request the support of a series of nations, then believe me we will", although he underscored that forming a multilateral bloc "has not yet been the intention of the Mexican Government".
He reminded that starting monday they will work on that and other lines with the chancellors of Central-América, Colombia and the Dominican Republic, "as a first step, because we have a common issue to carry out a common vision and if this were to eventually develop to solicit a type of support of another international nature, we would have to consider it and carry it out at that moment".
Nonetheless, he emphasized that at this instant they are not asking nations like Australia, in allusion to the chancellor of that country, Alexander Downer, present at the conference-, "an echo in the sense of a group because there is no resolution presented to the United Nations. There is no multilateral action that has been put forth yet".
Derbez avoided commenting on the defense made by the U.S. Secretary of Homeland Security, Michael Chertoff, of the policemen of the Border Patrol in the sense that there will be "zero tolerance" on the border strip between the two countries. In excahnge he insisted that the "Mexican position is known. We think that building walls in general does not resolve the issues, are not useful and irritate the relations among countries. It has been a consistent position, we have rejected the building of other walls in mutilateral forums and what we'll be doing now it to talk rather more of coordinated actions about something that is fundamental and is taht a law like the Sensenbrenner not be approved in any form in its present context".
For his part, the Foreign Relations Minister of Australia, Alexander Downer, mentioned that in his country they encourage immigrants and "we want our guests to feel at ease, but on the other hand we don't expect them to come to our home and burn it or tell me they don't like the furnishings, and are going to tear down some walls. We want them to come to my home, show courtesy and maybe I may not be very competent in the first few years, but at least I'll be a bit more tactical in thiat".

La construcción de muros fronterizos irrita la relación entre países, aseguró ayer el secretario de Relaciones Exteriores, Luis Ernesto Derbez, quien reiteró el rechazo de México a la barda que, a propuesta de sus congresistas, Estados Unidos pretende ampliar en su frontera con México.
En otras declaraciones, el canciller informó que los gobiernos de México y Estados Unidos se comprometerán a respetar los derechos humanos de los migrantes indocumentados con la firma de un acuerdo en un plazo no mayor de 30 días, por el cual autoridades estadunidenses estarán obligadas a notificar a los consulados sobre la detención de algún indocumentado e informarle de su derecho a contactar a alguna autoridad mexicana. También se establecerán procedimientos especiales para garantizar la unidad familiar de los migrantes, puntos de repatriación, horarios y canales de queja para denunciar abusos o irregularidades.
En conferencia de prensa, el canciller indicó que continuará en pláticas con otros países para impulsar acciones coordinadas para tratar de impedir que la ley Sensenbrenner se apruebe en el Senado estadunidense, y "si esto nos llevase en algún momento a solicitar el respaldo de una serie de naciones, pues créanme que lo haremos", aunque subrayó que formar un bloque multilateral "no ha sido todavía la intención del gobierno mexicano".
Recordó que a partir del lunes trabajarán en ésa y otras líneas los cancilleres de Centroamérica, Colombia y República Dominica, "como primer paso, porque tenemos una problemática común para llevar a cabo una visión común y si esto posteriormente se fuera construyendo para solicitar un tipo de respaldo de otra naturaleza internacional, lo tendríamos que considerar y llevar a cabo en su momento".
Sin embargo, recalcó que en este instante no se pide a naciones, como Australia -en alusión al canciller de esa nación, Alexander Downer, presente en la conferencia-, "un eco en el sentido de un grupo, porque no hay ninguna resolución presentada a Naciones Unidas. No hay ninguna acción multilateral que se haya planteado todavía".
Derbez evitó comentar sobre la defensa que hizo el secretario de Seguridad Nacional de Estados Unidos, Michael Chertoff, de los policías de la Patrulla Fronteriza en el sentido de que habrá "tolerancia cero" en la franja limítrofe de los dos países. En cambio, insistió que la "posición mexicana es conocida. Nosotros pensamos que construcciones de muros en general no resuelven los temas, no son útiles e irritan la relación entre países. Ha sido una posición consistente, hemos rechazado la construcción de otros muros en foros multilaterales y lo que estaremos haciendo ahora es platicar más bien de acciones coordinadas de algo que es fundamental y es sencillamente que una ley como la Sensenbrenner no sea de ninguna forma aprobada en su contexto actual".
Por su parte, el ministro de Relaciones Exteriores de Australia, Alexander Downer, mencionó que en su país alientan a los migrantes y "queremos que nuestros invitados se sientan a gusto, pero por otra parte no esperamos que vengan a nuestra casa y la quemen o me digan no me gustan los muebles, vamos a demoler algunas paredes. Queremos que vengan a mi casa, muestren cortesía y quizá no sea yo muy competente en los primeros años, pero por lo menos ser un poco más táctico en eso".
