Governor Hull:
In recent weeks, has the light of reality shone on you sufficiently to awaken you to the fact that you have not been prudent, to say the least, in your total lack of regard in protecting our southern border?
Has it not finally dawned on you that, by refusing to activate our National Guard to assist Border Patrol, you have allowed untold thousands of illegal aliens, from countries all over the world, to gain unlawful entry into the interior of our country, where they have vanished into our masses. Do you not wonder where they are now, what they are doing, what they may be planning to do?
If it were not so damnably serious, I would be amused at the fact that, for several years now, you have rejected my pleas to protect our southern border with the National Guard, yet now you feel it necessary to deploy them at our airports. I have no objection to this deployment; they may do some good there.
My confusion arises from the fact that for all of these years you have known about the invasion from Mexico, known what harm these vast numbers of unskilled, uneducated and law-hating individuals were doing to our country, yet you kept telling me that we (you) couldn't use our military to stop it because it was a federal problem and besides, we couldn't risk offending Mexico, our valued "trading partner".
You, Congressman Kolbe and Senator McCain have all three rejected my many requests to activate the Guard along the border because they were not trained for law-enforcement duties, the Posse Comitatus Act prohibited such use and, once again, we would run the risk of offending Mexico. (I can only pray that we don't offend any would-be highjackers at our airports.) As to their training, it seems that a very few days training prepared them to handle their new duties at the airports.
Why would that have not worked for new duties on the border? Recent history shows that we have had leaders with the guts and resolve to use our military to patrol and protect our borders, in spite of the Posse Comitatus Act.
The Posse Comitatus Act can simply and legally be circumvented by an act of Congress.
Even before September 11 we needed our troops on the border and now, we are at war.
The Posse Comitatus Act was enacted in 1878 and yet we established Camp Newell in Naco, Arizona in 1910 and operated it until 1928. Troops were rotated from Ft. Huachuca to Camp Newell to patrol our border with Mexico to keep out illegal aliens. Troops were also used to patrol our border from Camp Roberts in Douglas, Arizona, from Columbus, NM and from Ft. Bliss in El Paso, Texas, all after the Posse Comatatus Act came into being.
Consider that we currently have active military bases at the following locations, all less than 100 miles north of the border and most, much less:
El Centro Naval Air Facility, Yuma Marine Corps Air Station, Davis-Monthan Air Force Base, Ft. Huachuca, Biggs Army Airfield, Ft. Bliss, Laughlin Air Force Base and Kingsville Naval Air Station.
But we are still left with the problem that simply protecting our border might offend Mexico.
Boy, that's a tough one! I'll leave you to worry about the ramifications of that.
