This deal over the block grants is a scheme dreamed up by HUD's Martinez , Hahn and Riordan to pump hundreds of millions of dollars into Los Angeles before the poor Mexicans revolt due to lack of adequate housing. Riordan knows he has no chance to become governor and decided to play the role of bad guy. It is all a sham.
