According to the Associated Press (see [1]), U.S. Census Bureau estimates released December 18, 2003, revealed that the U.S. population, "fueled by immigration and high birthrate among Hispanics" just passed 291 million and will reach 300 million threshold within four years. Earlier this month (December 10), UCLA's Chicano Studies Research Center released a recommendation that calls for allowing non-citizens, a vast majority of whom are Mexicans, to vote in elections (see [2]). Meanwhile, the brave administration of victorious President Bush, whose outstanding accomplishments in defending Iraq's freedom and sovereignty will undoubtedly pass to history of the world, is making a quick progress towards legalization of estimated 5 millions of Mexican "migrants" (a.k.a. "illegal aliens") from Mexico and making it easier for several more millions of "guest workers" to come to America and further contribute to her population growth (see [3]).

I put it down to President Bush's preoccupation with war on terror and the situation in Middle East that he has overlooked the grave danger that his administration's pet "guest worker" program poses to American nation. For otherwise, he would have realized that under the present circumstances his idea of "match[ing] any willing employer with any willing employee" equals to giving America out, in the name of corporate profit, to the alien nation that does not hide its intention to take over the country that American government refuses to defend. Because, although Mexican "migrants" may say that all they want are the jobs that Americans won't do, a closer scrutiny reveals that they also want living space that Americans don't inhabit, public assistance and benefits that Americans don't claim, and "Hispanic" government and legislatures that Americans won't bother to elect.

The "immigration mess" that we are experiencing now, which the open border lobby falsely blames on attempts "to enforce a dysfunctional [immigration] policy", is a result of federal government's refusal to enforce America's border and her immigration laws, a gross negligence of their most fundamental duties as spelled out in the Constitution of the U.S. that costs American taxpayers tens of billions of dollars a year. One can easily imagine what this mess would look like, and how much extra tax burden it would command, if the American border were made even easier to cross, her laws even easier to disobey, her aliens even more numerous, and her prospective "guests" even more tempted to come. So, if a "guest worker" program is not meant as a new scheme of mass permanent immigration in disguise that would just perpetuate the undesirable status quo (the mess, that is) and bring us one step closer to a loss of national identity, all of the following premises need to be met BEFORE any such program can be launched.

1. American-born children of "guest workers" must not be eligible for American citizenship (which would require appropriate clarification of the "and subject to the jurisdiction thereof" clause of the 14th Amendment by the U.S. Congress).

2. All "family reunification" programs and statues must have been rescinded with respect to "guest workers".

3. Required tax paying potential of the "guest workers" must have been set to equal at least the national average of $7,922 per worker a year (average calculated from data published in [4]).

4. The borders must have been fully enforced with no illegal crossing allowed or tolerated.

5. Substantial majority (say, 90%) of illegal aliens must have been repatriated.

6. "Guest workers" general rights while in America must not exceed those for tourists and other visitors; for instance, the "guest workers" must not have a right to vote, to organize, nor to arm themselves.

7. An efficient mechanism of removal of those "guest workers" that overstayed their visas or violated the conditions under which they were issued must be in place and working.

Only then one could reasonably claim that a "guest worker" program would do more good than harm to this nation. As of today, we aren't anywhere close to any of the above.

American naturalization should be available only to most valuable individuals, regardless of their nationality, and in strictly controlled numbers that are demonstrably optimal for this country. There is absolutely no reason to favor millions of low-skilled unassimilating "migrants" just because they are Mexicans (or "Hispanics" or "Latinos"). I don't give a damn that, according to Secretary Ridge, Mexican "migrants" don't pose an immediate terrorist treat to America; so don't thieves, rapists, imbeciles, drunkards, and crooks, but I still don't want them around. If profit were the only criterion that counts, we should have begun selling our military secrets to the Chinese, or, better yet, matching any willing traitor with any willing spy. If Bush administration wants to permanently relocate to our country millions of uneducated workers with below average earning potential and their numerous families that demand an above average level of public assistance, they should have openly said so and not try to deceive American public by using such terms as "guest" and "temporary". But if they don't then implementation of all the seven postulates listed above is a conditio sine qua non for any "guest worker" program.
