As shown at left, since 1991, federal
judges have given aliens (yellow bars) more lenient sentences
than American citizens (blue bars). In 2001, non-citizens were
given lighter sentences than called for by federal guidelines
28% of the time, whereas citizens were given lighter sentences
only 13% of the time. (See study
