Worker Plan Debated at Town Meeting July 30 (ABP) -- Responding to a plan
for guest workers , American Border Patrol head Glenn Spencer
told Rep. Jim Kolbe (R-AZ) that similar projects in California
led employers to skirt the officially sanctioned "guest
workers" and continue to hire illegals. "The
contractors don't like these rules and so they go down the street
and hire the 'illegal illegals,' and the same things is going
