Chief Ziglar Quitting
James
Ziglar said Friday he'll retire by the end of the year as head
of the Immigration and Naturalization Service, an agency that
has endured intense criticism since the September terrorist attacks.

told President Bush in a letter that he will remain to assist
with the transition to a new Homeland Security Department. Ziglar
said he plans to go into the private sector.
