   "In 1990, the U.S. passed a series of immigration laws, sponsored by a member of the other body from Massachusetts [Kennedy]. It said that 'mere membership in a terrorist organization or acts of terrorism should not exclude foreigners from receiving U.S. immigration visas.'"
