DAILY NEWS PRINTS VCT'S RESPONSE TO
MEXICAN GOVERMENT COMPLAINT

The following letter was printed in the Daily News on May 21, 1995. It was written in response to the letter from the Mexican Consulate.

In his letter, Miguel Escobar, Press Attache of the Mexican Consulate of Los Angeles, uses diplomatic language (i.e., obfuscation) to say what is, is not.

Escobar says "the Mexican government does not plan to grant double citizenship to Mexican nationals residing in the United States."

According to the Christian Science Monitor (April 7, 1995), "Under a proposal now before the Mexican Congress, the Constitution would be changed to allow its nationals who become citizens of another country to retain Mexican nationality-something the government has firmly rejected in the past."

What is nationality but citizenship?

Escobar claims that the issue of double citizenship has nothing to do with Proposition 187.
According to the aforementioned article, Jorge Bustamante, president of the College of the Northern Border in Tijuana, said, "This is a drastic change for the [Mexican] government, but it's the result of Mexico bashing."

The story went on, "But not until the Mexican consul in Los Angeles, Jose Angel Pesador Osuna, began pressing the Mexican government following the Proposition 187 vote in November did the idea begin moving."

Thus, not only is the Mexican government planning to grant what is essentially dual citizenship to Mexican nationals in the United States, the impetus for the idea came from the very consulate which now denies that it is happening.

In light of this attempt to cover up what can only be considered an aggressive act by Mexico, coupled with the threat of Mexican irredentism, the United States should consider suspending the naturalization of all Mexican nationals until this issue can be given a full and complete hearing.
