I'm a Houston cop and we already have to accept the consulate cards as good ID.  I really don't know why illegals need them.  All they have to do is get a phony Mexican birth certificate and go get a Texas ID.  If they get arrested, they get another phony birth certificate with a different name and new ID.  By the way, just did a search warrant tonight and arrested an illegal from Mexico for possession of cocaine and for being a convicted felon in possession of a firearm.
