SELMA, Calif. — The combined punch of drought, water restrictions and recession has created an ironic situation in California's Central Valley: Officials are handing out tons of food in the heart of one of the nation's most productive agricultural regions. ...
'There's never been this kind of need in the Central Valley, ever,' said Dana Wilkie, chief executive of the Fresno food bank. 'In some communities, we're serving 80% of the residents.' ...

Interesting thing...the White House dedicated a whole website to debunking healthcare myths. They must finally realize that their claims that illegal immigrants won't be covered are untrue…because I can't find a single word about illegal immigrants on their page.
So I checked the site — http://www.whitehouse.gov/realitycheck/ -- and I also couldn't find any reference to the 'myth' that illegal immigrants will get coverage. It looks like the White House is already preparing the ground for its inevitable caving on the issue and agreement to a verification requirement. I can already hear Obama saying 'As I've said before, I oppose coverage for illegal immigrants, which is why we're urging Congress to fix this oversight . . . '

Mexico's Rising Fear of Social Unrest

Rocha concludes the column by noting growing talk of an explosion in the streets, warning that it 'could be of disastrous proportions.'
Last week U.S. analysts Jerome Corsi and Larry Birns expressed similar worries in an interview with the newspaper Milenio. Birns raised the possibility of an armed uprising, saying that while he doesn't think such violence is imminent, it could occur if conditions continue to deteriorate.
Dampening Mexican hopes for U.S. immigration reform that would legalize millions of Mexicans and provide new avenues for legal immigration, Corsi and Burns told Milenio that if President Obama supported such legislation, he would be committing political suicide.

Visa Overstays: One in Three Illegal Residents Arrives Legally And Just Stays
Despite many promises, lessons of 9/11, problem mostly gets ignored

In 1996, Congress decided that it needed a way to track people who overstay their visas — a huge and understated part of the nation's illegal immigration problem. So it authorized a program to verify that visa holders who arrived in the country eventually left it.
Five years later, on 9/11, terrorists tragically confirmed that program's failure by flying hijacked airplanes into buildings. Twoof the 19 hijackers had overstayed visas. In the years that followed, the newly created Department of Homeland Security initiated what it called the United States Visitor and Immigrant Status Indicator Technology program (or US-VISIT for short) with much fanfare.
But here we are in 2009, still without an effective entry-and-exit monitoring program. US-VISIT has enhanced the entry process, with a series of biometric authentications matching the person issued a visa abroad with the person standing at a passport counter. But when that person leaves the country, no such process takes place.

New Facts Undercut Old Positions on Immigration

The Center for Immigration Studies had a different interpretation in its July report. It tried to distinguish legal and illegal immigrants, and found no decline in legal immigrants. But it estimated that the number of illegals in the U.S. dropped from 12.5 million in summer 2007 to 10.8 million in spring 2008 -- a decline of 14 percent. It found that the illegal population declined after July 2007, when the immigration bill died in the Senate, and then fell off more sharply with the financial crisis in fall 2008. It estimated that 1.2 million illegals returned to Mexico between 2006 and 2009, more than twice as many as in the 2002-05 period.

'Jobs That Americans Won't Do'

Recent recessions have been short enough that jobless Americans who rely on government benefits waited for a 'good job' to return. But this 'Great Recession' has been long and deep. The unemployment rate has doubled from 4.7 to 9.4 percent, and it may keep rising into next year. Many layoffs appear permanent as whole industries have collapsed and new fields, such as clean energy, are slow to emerge. The percentage of Americans 'mal-employed' – working below their skill or education – is higher than in recent recessions.
With people desperate for income, downward mobility may be on the way up. News reports show long lines of applicants for a janitor's job or for work at a factory after a federal raid clears out the illegal workers.
Maybe it's a myth that Americans won't take certain jobs. In fact, a study by the Center for Immigration Studies used 2005-07 data to look at 465 occupations. Only four had a majority of immigrants in them: plasterers and stucco masons, agricultural graders and sorters, personal appliance workers, and tailors and dressmakers.

Illegal immigration aside, what about the system everyone agrees should be fixed? Certainly it is broken. How could it not be? Since the 1960’s Ted Kennedy and his ilk (please forgive me for not shedding tears on his passing) have turned replacement level immigration into a free-for-all. We have allowed more people to immigrate to the United States/America in the last forty years than in the last four hundred years combined. It has transformed our culture, the environment, our education system, our economy…virtually no aspect of American life has not been impacted by those on the express train to America.

Mexican Consulate to Illegal Aliens: Know Your Rights!

For some time now the Mexican Government has actively educated illegal border crossers on their rights and on how to “game” the American system. We’ve seen it in everything from coloring books, to maps, pamphlets and even advertisements.
In fact If you walk down some of the more foot-worn people smuggling trails in east county San Diego, you’re likely to come across a stash of fresh water and booties for the next group of illegal invaders coming through. Attached to these plastic water containers are handy wallet cards that tell the “migrant worker” what he/she should and should not say if apprehended by Border Patrol. Know your rights! The cards proclaim and go on to describe what the reader should do if they are caught illegally invading the US.

Arizona Non-Profit is Aiding And Abetting Illegal Immigration

A quick review of the official website for Humane Borders gives some insight into the political motivations behind their kindness to invaders. Humane Borders lists their legislative objectives as: “(1) Legalize the undocumented now living and working in the U.S. (2) Begin a responsible guest worker program by issuing work visas directly to migrants so that they are not tied to any one employer or sector of the economy and allow workers to be organized. (3) Increase the number of visas for Mexican nationals. (4) Demilitarize border. (5) Support economic development in Mexico. (6) Federal aid for local medical service providers, law enforcement and adjudication, land owners and managers.”
In a section which Humane Borders lists their major donors for the group's annual operating budget ( $205,000 (2006); $189,780 (2007); $154,000 (2008) ), they list among others, the Pima County Board of Supervisors. Are public funds being used in this endeavor?
Latino broadcasters Radio Unica and Univison also contribute to the aid and comfort of the invaders.
More troubling is the claim that the group makes over having permits with the National Park Service, which allows them to aid illegal aliens in several Southwestern National Parks. Among the parks Humane Borders offers regularly operate is Organ Pipe Cactus National Monument, which is the site of Park Ranger Kris Eggle's murder by Mexican drug smugglers.
To date, all of my interview requests to Humane Borders have been ignored. I wanted to ask them how they feel about the fact that drug smugglers and murderers are using their water stations to help them along their illegal journey into this country.

Migrants in Hawaii Get Government Healthcare, Do You?

Since 1986, three small Pacific island nations—Palau, the Marshall Islands, and the Federated States of Micronesia—have been in a unique transnational agreement with the U.S. that has resulted in the government spending millions on healthcare for non-U.S. citizen migrants.
The agreement between the U.S. and the island states is known as the Compact of Free Association, which was initially enacted as an economic, security, and restitutionary measure to repay the islanders for the nuclear testing and storage that took place there since the 1940s.
Simply stated, COFA allows for citizens of the three nations to live and work as legal migrants in the U.S. without having to go through the typical arduous process to attain legal migrant status. But COFA doesn't addresses the key issue of healthcare... something the government ignored or overlooked when setting up the agreement.
And here's where the problems arise. Because of its close proximity to the three COFA nations, Hawaii is a popular migratory destination for COFA nation citizens, and the state now spends over $100 million annually in services on them, the largest portion of which goes to education and health benefits.

Reports Refute Obama Claims On Health Care Legislation

As “proof” that the House bill would not allow illegal aliens to access benefits, defenders of the proposed health care change cite Section 246 of HR 3200, which reads: “Nothing in this subtitle shall allow Federal payments for affordability credits on behalf of individuals who are not lawfully present in the United States.”
Not so fast, say many watch-dog groups, including the Washington-based Federation for American Immigration Reform (FAIR). That well-respected institution has published an easy to understand analysis that includes this inconvenient little fact: Section 246 applies only to “affordability credit” access. It does not apply to anyone enrolling in the public health insurance option created by Section 221.
Simply put: Affordability credits can be used to offset the cost of health care coverage for individuals who enroll in private insurance plans, but there is currently no provision barring illegal aliens from enrolling in the taxpayer-funded public plan.

Yesterday I was at my doctor's office and picked up a booklet funded 'with a generous grant from the Calif. Bar Foundation', titled, 'Seniors & the Law' A Guide for Maturing Californians. They pointed out many programs, such as property tax deferment for seniors in financial trouble, that have been eliminated because of budget cuts...but they didn't cut this one!

All Anchor Babies, of couse. Since the first Brazilian only arrived in 1986, this build up is by no means over – Martha’s Vineyard is headed for a Brazilian majority in the year round population. The FT story also touches on a number of the major Immigration scandals, such as “Catch and Release”.

Along with a health care reform bill, it would be a fitting tribute to the late Sen. Edward Kennedy (D-Mass.) if Congress could act on his other great unfinished cause: immigration reform… The administration is certain to call for swift action on health care reform as a tribute to Kennedy. But it also should accelerate work on immigration reform in his name.
I say I was only “sort of” wrong, because while the Democrats might be able to say “Win one for Teddy,” they can’t win win…certainly not months from now.

As the nation mourns Kennedy, who died this week of a brain tumor at age 77, historians and immigrant advocates are remembering the senator — perhaps more than any other — as championing legislation that directly benefited immigrants, their children and their grandchildren. The 1965 law that he sponsored fundamentally changed the demographics of the country and transformed many urban enclaves into majority-minority cities.
Yes, that’s true. But did the American people ever choose such a demographic transformation? No they didn’t. As a matter of fact, back in 1965, Senator Kennedy assured us it wouldn’t happen. During the Senate floor debate, Kennedy assured his fellow lawmakers (and the nation) that
First, our cities will not be flooded with a million immigrants annually. Under the proposed bill, the present level of immigration remains substantially the same…. Secondly, the ethnic mix of this country will not be upset…. Contrary to the charges in some quarters, [the bill] will not inundate America with immigrants from any one country or area, or the most populated and deprived nations of Africa and Asia…. In the final analysis, the ethnic pattern of immigration under the proposed measure is not expected to change as sharply as the critics seem to think…. The bill will not flood our cities with immigrants. It will not upset the ethnic mix of our society. It will not relax the standards of admission. It will not cause American workers to lose their jobs.

A familiar assortment of open-border anarchists (plus some mainstream do-gooder groups that should know better than to oppose public safety) are now complaining that American law shouldn’t be applied to criminal aliens residing here.
Many hopeful leaders probably imagined that they would be living in a paradisiacal Obama Amnesty-Land by now, where “no one is illegal” (except perhaps loyal citizens) and an increased “flow” of socialism-friendly Marxicans would be lined up in a permanent overpopulation pipeline to complete the “change” of the country.
The object of today’s ire is 287(g), a program which trains local police to detect illegal aliens in their custody.
Typically, the anti-sovereignty advocates don’t even want dangerous criminal aliens removed, as we have seen in sanctuary cities that coddle violent felons to the endangerment of all.

Tracking Not Efficient

Of course, they don't have enough money or agents to track down everyone, so they focus first on terrorism risks and criminals.
Would the exit proposal help the agents do their jobs? Sure. It would cut down on the number of people who don't hand in their paperwork, so the records would be a little more accurate and the agents would spend less time looking for people who have already left the country.
But to make our records a little more accurate, we'd have to build barricades at every outbound border crossing and make everyone stop to show ID and get fingerprinted. We'd have to hire hundreds or thousands more border inspectors. And the line to leave the country would be as long as the line to enter. It would costs billions of dollars.

Kennedy and Immigration: He Changed the Face of America
The senator's career-long crusade for a more open America had a profound effect on who lives in the country now. Like JFK, he said the US is a nation of immigrants.

In 1965, Kennedy led the drive for immigration reform in the Senate. Although some Irish groups lobbied against the bill, Kennedy said the current system of national quotas that favored northern Europe violated the American values.
“This bill goes to the very central ideals of our country,” he said during floor debate. “Our streets may not be paved with gold, but they are paved with the promise that men and women who live here – even strangers and new newcomers – can rise as fast, as far as their skills will allow, no matter what their color is, no matter what the place of their birth.”
In response to critics, he also famously claimed that the change to a system opening immigration to all nations and favoring family unification would not change the mix of the country.
“The bill will not flood our cities with immigrants. It will not upset the ethnic mix of our society. It will not relax the standards of admission. It will not cause American workers to lose their jobs,” he said during the Senate debate.
In retrospect, the mix of immigrants, legal and illegal, shifted dramatically in favor of Latin America and Asia – a fact that Kennedy, in later years, would attribute to illegal immigration.
“That 1965 law was first big thing that that he really drove himself. Since then, he’s been making immigration policy for the country,” says Mark Krikorian, executive director of the Center for Immigration Studies in Washington.

Assessment of Recent EU Immigration and Asylum Policy Developments

Eurasylum: In the field of immigration policy, the EESC has often stressed the need for the EU to have a highly harmonised legislation, so that immigration can be channelled through legal, flexible and transparent legal procedures in which third-country nationals are treated fairly, with comparable rights and obligations to those enjoyed by EU citizens. The Committee further considers that cooperation between national authorities and the social partners would enable a considerable number of people who are working illegally to regularise their administrative situation and to legalise their job. Can you highlight some of the EESC’s recent positions in the field of immigration and discuss the way in which these have fed into the European Commission’s emerging policy and legislation on legal economic migration ?
Mario Sepi:
Our committee strives for a society in which all citizens have the same rights and acknowledges the positive contribution of immigrants to Europe's economic and cultural development. Therefore, we want migrant workers to enjoy the same rights as national workers, as soon as possible. We need an effective and legally binding European charter of rights for migrant workers, or, more simply, Member States should start ratifying the UN Convention on the Protection of All Migrant Workers and Members of their families. The problem is the governments' lack of will, as is shown by the fact that no European country has signed the above mentioned Convention.
Beyond the rights of migrant workers, we have to focus on legal channels for immigration, since employment is among the pull factors. More legal ways to find a job for migrants would avoid the progressive strengthening of the illegal labour market and the exploitation of third country nationals who are staying irregularly in Europe. Back in the time, in 2001, the European Commission proposed a directive on conditions of admission and stay of third country workers but the Member States' diverging views prevented this legislation from being adopted. I believe that it is time for Member States to find a consensus on this issue.
Immigration is a complex subject because it touches on several fields: from social affairs to economic matters, from international cooperation and development to the respect of fundamental rights. Therefore, tackling only illegal migration is not enough, and we should adopt a broader view and perspective. For this reason, I believe that the European Economic and Social Committee, thanks to its know-how and its capacity to approach interlinked issues, has a fundamental role to play in immigration policies.

Silence About Immigration Raises Fears
This touchy policy needs a mixture of leadership and frankness.

The announcement that Australia's immigration intake more than doubled to 219,098 in the past 10 years, is news indeed. As various commentators have pointed out, the increase has enormous implications for Australian society. Yet it has occurred with very limited public discussion. This has the potential to backfire badly. Immigration is a sensitive issue that requires careful management by political leaders, both in terms of policy planning and public discourse. Without good leadership of the immigration portfolio, there is a risk that poor decisions will be made, which will have detrimental effects on human lives and society as a whole, creating injustices and deep political rifts that can take decades to heal.
