RESOLUTION OF THE BOARD OF TRUSTEES
ANAHEIM UNION HIGH SCHOOL DISTRICT
ORANGE COUNTY, CALIFORNIA

August 19, 1999

PREAMBLE

The Anaheim Union High School District acknowledges and affirms that this great country was built by legal immigrants from all over the world and that education is the most effective way to eliminate poverty and discrimination.

WHEREAS, the United States Government, and in particular the Immigration and Naturalization Service, has failed to secure the borders of the United States of America and the states have no right or obligation regarding the control or prevention of illegal immigration; and

WHEREAS, the Anaheim Union High School District is required to continue to educate illegal immigrants, thus affecting the quality and extent of education which it could otherwise provide to American citizens and legal immigrants; and

WHEREAS, the education of foreign citizens from various countries who are in the United States illegally cost the taxpayers of California billions of dollars each year; and

WHEREAS, the Anaheim Union High School District Board of Trustees has reviewed applicable laws and regulations and the options available in order to address, resolve or alleviate the problems presented by the obligation to educate illegal immigrants,

NOW, THEREFORE, BE IT RESOLVED that the Anaheim Union High School District Board of Trustees demands the following:

1. That the United States Government cause the Immigration and Naturalization Service to count the number of illegal immigrant students who have attended and are attending Anaheim Union High School District schools, and determine their countries of origin;

2. That the United States Government reimburse the Anaheim Union High School District for the costs of educating such illegal immigrants; and

3. That the United States Government negotiate treaties with all appropriate foreign countries, or otherwise act, to recover the costs of educating their citizens who are illegally in the United States.
