[Lt. Alba is a spokesman for the LAPD]

"Alba acknowleged that a civilian volunteer in the LAPD's North Hollywood station received a tip on July 3 that a demonstration was expected the following day in front of the Federal Building and that there might be trouble. A captain at North Hollywood sent a fax containing the tip to Capt. Mark Leap at the West Los Angeles station, Alba said, 'but unforturnately Capt. Leap never received the fax.'"
