Re: Amnesty Program

Dear President Bush:

I am extremely disappointed in the positions taken by Secretary of State Powell and Attorney General Ashcroft on the problem of illegal immigration.

We face this serious problem because of eight years of deliberate neglect of immigration law enforcement by the Clinton Administration. Democrats benefit from adding millions of desperately poor to the voter rolls, Republicans do not. Allowing this corruption of the voter rolls through what can only be described as an amnesty program would be suicidal for the Republican Party and for America herself.

According to the New York Times, the Powell program would allow an estimated three million Mexicans to earn permanent legal residency. Permanent means permanent and that means amnesty, and, according to Bill King, the man who ran the last amnesty program in the Western Region for the Immigration and Naturalization Service (INS), the true number will approach ten million people.

Secretary Powell says we will employ a "family friendly" migration policy. Whose families is he friendly toward? He certainly can't mean American families that are hurt enormously by illegal immigration. They are forced out of their own schools, they are forced to pay higher taxes and they are forced out of good paying jobs. He must mean the families of billionaires who benefit from cheap labor.

Powell says his "temporary" program would apply to Mexicans who pay taxes. Anyone who buys a pack of cigarettes pays taxes. The Center for Immigration Studies reports that American taxpayers must pay more than $55,000 for each adult Mexican who crosses our border to remain in the U.S.; more if the border crosser is an adult. And his suggestion that having a baby in the United States would enhance legalization will only increase the number of pregnant Mexican women heading for the U.S. to take advantage of this outrageous provision of our law.

Powell says he want to match willing workers with willing employers. This is simply nuts. When are we going to start sending fleets of ships to pick up willing Chinese who will undercut Mexicans?

The Powell proposal says legalization will depend on Mexicans certifying their history in the United States. As Andres Oppenheimer observed, "For as long as historians can remember, lying has been part of the Mexican culture." Bill King will testify, the amount of fraud in the last amnesty program simply overwhelmed the INS. This time it will be worse. In short, the program advanced by Powell and Ashcroft is not only certain death for the Republican Party, it is certain death for the sovereignty of the United States.

What we need is a bold program to intervene in the Mexican economy to create a viable system to create jobs and opportunities for Mexicans. We must close the maquiladora plants along the border and move them to the southern part of Mexico. We must develop a plan of repatriation of Mexican illegal aliens, paying them a relocation allowance to aid in the process.

Every poll shows that the American people are opposed to legalization of illegal aliens. To the extent that you pursue this disastrous course, to that same extent will you betray the American people and assure a one-term presidency.

P.S. We were not surprised when you overwhelmed the Mexican story with the announcement on stem cells. You did the same things when you visited Mexico. You are trying to keep the American people from even discussing this stupidity. -- G.S.
