800,000 Invaders Is Bad, Not Good

Following Janet Napolitano's lead, the Miami Herald is now calling for amnesty for illegal aliens, saying, "This is evidence of the beefed-up enforcement measures that immigration opponents demanded before they would consider reform."
The evidence they celebrate is that Homeland Security made only 791,568 apprehensions of illegal border crossers in 2008. They suggest this is good enough. Is it?
The Secure Fence Act of 2006 says the job of the DHS is the "prevention of all unlawful entries into the United States." The Miami Herald is suggesting that if the DHS fails to prevent 800,000 people from crossing the border illegally that is good enough for them.
In 1954 President Eisenhower stepped in and cut border apprehensions from over 1,000,000 to less than 33,000, and he had fewer than 2,000 Border Patrol agents. Today we have almost 20,000 agents, 300 miles of fencing and improved communications and technology. One would think we could do better than allowing 800,000 people to cross the border.
As we proposed early last year, our government should set a goal of no more than 20,000 people unlawfully entering the country across our southern border between ports of entry, and it should put in place an independent means to verify this.
