DHS Ignores Congress

    Terrence Jeffries did an excellent job of analyzing a recent DHS internal performance report. Terrence points out that the DHS report set a goal of "apprehending 35 percent of the major violations at border ports of entry," but that DHS actually apprehended only 28.9 percent. "Approximately 71.1 percent of 'major violations' got through," he reported.
    What Jeffries didn't say, however, is that in defining its "Strategic Goals" nowhere does the DHS mention illegal immigration; saying its primary goal is to "Protect Our Nation from Dangerous People." Its budget for doing this is $23.5 billion dollars.
    The Secure Fence Act of 2006 says DHS "must achieve operational control over the entire international land and maritime borders." It defines Operation Control as follows:
...the term "operational control" means the prevention of all unlawful entries into the United States, including entries by terrorists, other unlawful aliens, instruments of terrorism, narcotics, and other contraband.
    DHS consistently redefines goals set by Congress to exclude ways to measure controlling illegal immigration. This way they can leave the border open without having to report what they are doing. They are very clever folks.
