Spencer bases his claim on a survey of the border that showed a total of 163 miles of fence in place, not 284 miles as claimed by Chertoff.     "The American people are once again being bamboozled and our border remains open," Spencer said.     Today ABP will release its recently completed comprehensive survey of the border.
