Contract workers on both sides of new single-layer fence west of Naco, Arizona. Ladd Ranch is just north of fence. What is to stop smugglers on the Mexican side from driving a vehicle right up to the fence? Nothing. People could get on top and just let themselves down on the U.S. side.
