Bush "Surprised" at Lack of Progress on Border Fence

    O'Reilly: Why has only 18 miles [16.5] been built so far? It seems to me very, very slow.
    Hunter: Total incompetence on the part of the Department of Homeland Security. I wrote the bill in October that mandated 854 miles of border fence across those smugglers routes of Arizona, New Mexico and Texas where most of the smuggling is taking place.
    We've got 800 millions dollars cash on hand sitting at the Department of Homeland Security. It passed the House overwhelmingly, passed the Senate by 80 to 19 last October. President Bush signed it October 26. You know I talked to him to day and he expressed surprise at the small number of miles that have been built.     O'Reilly: I'm not gettin' the bureaucracy. Look, you've got the money, let's get the fence built.
