He supports fence, but says it won't work

Border Protection commissioner supports fencing
    The head of the federal agency responsible for securing the nation's borders said Thursday he was encouraged by a congressional decision to partially fund 700 miles of fencing along the U.S.-Mexico border.
    Just to build a 10-foot fence, and then someone goes out and buys an 11-foot ladder, is not very effective," Basham told reporters. "It's not about building a wall. It's about building a smart border."
    Nationwide, roughly half the undocumented population, or some 6 million people came on valid visas, then overstayed [nonsense].

Comment: It's not about building a wall? What does the law say that Bush just signed?
