    Voters in southern Arizona set up a clear choice for November on what they want Congress to do about illegal immigration, nominating Republican Randy Graf and Democrat Gabrielle Giffords to compete for a seat both parties consider vital.
    Graf, 48, who advocates stopping the flow of [illegal aliens... criminals] by fencing the Mexican border and providing no harbor for those already here, defeated two other major GOP candidates in a race that finished with a rancorous split in the party.
